If I want to group or merge 10 layers do I need to drag and drop them one at a time?

No, it's currently not possible to select multiple layers or multiple groups. If you need to re-order a bunch of layers, you can drag them into a group and then drag the group as one. But that is as good as it gets for the time being.

Simply select and drag one layer at a time, then move and drop onto a layer that you want to be dropped into. Once you finish moving all layers you want, make sure that grouped layer is active then click MOVE tool.

This will allow you to move and or scale the whole group of layers altogether.

You then can select ungroup layers from action menu, at the right column, to get back on to individual layer again.

Hope this helps.
