Cannot download brushes with CC subscription

I have a Photography CC plan In my Adobe account, it says Fresco is included, but when I install it, it seems to only be the free version. I cannot access certain brushes and can't load more. I keep getting the message about needing to upgrade.

Is Fresco not actually included in the Photography plan?
