Circle Ruler Streched

Question

Something happened and my circle tool, and now it looks like it has been streched out diagonally. I can't get it back to a proper "circle". I have no idea how I got it to look like that in first place. This is only a problem I am having with this file: in my other files, the ruler works just fine. What do I do to fix this?

This is the 2nd post on this sort of topic (the other was the square) which I have seen today. I haven't seen any solutions anywhere and have tried to replicate but have no idea where to start. If no-one else jumps in with a solution I would suggest going to (App settings > Help > Report a bug) and sending a message directly to the developers so you can give as much detail as possible to help them try to recreate, then fix what ever is causing some users to manage this.
