Fresco vector layers end up being different size - photoshop and illustrator workflow

When I draw vector layers in Fresco and then move to photoshop to cleanup - the actual size of the vector artwork is much larger than the scale of the rest of the file. This creates a lot of extra resizing and cleanup when I finalize artwork for production. Are there any fixes or known workarounds to this that aren't so time consuming?

 

This also creates issues in photoshop where anytime I try to transform those vector layers, it reverts to the original (larger) vector size.
