Is there a way to possible purchase a year gift subscription to Adobe Fresco. I dont see Adobe Fresco displayed in the "individuals" purchasing tab either so im not sure if there is even way to make a new account and purchase a subscription and just give them the account.

You can upgrade from the free version within the app. That seems to be the way all the instructions point towards accessing the paid version. Have a look here at how to do that.
You could definitely create the account on their behalf and just have the billing given via yourself.
