How to reenable Touch shortcut? It disappeared

I remembered the touch shortcut showing up in my left bottom corner, but it's gone now for some reason.

I looked around settings I didn't find any way to bring it back. Anyone can help? Thanks in advance!

The button to enable it should be in the pop-up menu when you tap the cog in the top-right of the window. It is named "Touch Shortcut".
