I cannot click retry to free up 3.2 GB of device storage for Adobe fresco on iPad.

Did you try to remove some things to free up space?
For example old files, unused apps could be deleted.
If you store photos in the cloud, do you need to keep them on the device as well?

Then you might be able to install Fresco.
