Is there a way to select a layer and draw on only whatever object on that layer like procreate?

procreate has a way to select a layer and only draw on whatever content that layer has.

Like if you draw a circle on a layer, and then you select it, you can only draw on that circle so the shape is still intact.

How do i achieve that in fresco?
