Is there a way to undock the layers panel?

Is there a way to drag the layers section somewhere else? I know the tool bar you can press and hold to undock the brushes and put it whereever you want,I'm guessing if it was possible the same action would work with the layers. Or at least is there a way I can drag the layers into the layer properties panel? 
I'm using the app on an iPad if that information helps, i know sometimes desktop version vs app version can be a little different. 
now if this isn't a thing... HEY ADOBE.. if you're reading this please add this feature like 5 updates ago.!!
