Libraries not syncing

For some reason, colours sync fine within the CC libraries, but when I go to the shape tool and choose from libraries there, it just says ‘no libraries available’ - however in every other Adobe product I use (PS, Ai, AE etc.) the libraries are there and useable. 

What I have done to try solve it:

1. Signed out of everything, and signed back in
2. Signed out, deleted Fresco, reinstall and sign back in
3. Created a new library as a test, but that doesn’t appear (in Fresco) 

If there’s some other steps I can take please let me know, but I did some pretty extensive googling/reading these community forums and that seemed to be the fix for most things.
