Moving Layers Not Working (iPad)

Went on and started drawing as per usual, and suddenly I stopped being able to move layers. Holding and dragging (see image) quite literally does nothing. I'm now having to opt to copy and paste then delete layers, which is vastly more time consuming.

any ideas on what on earth is going on?

    This also completely disables grouping layers, just noticed.
