Paint Bucket fills beyond raster lines

When I draw lines with a raster brush from edge to edge of the canvas, then use the paint bucket to fill the open areas, the paint bucket recognizes the line separation in the top left half of the canvas but in the bottom right half it fills it in entirely. This doesn't happen with vector brushes or if I draw shapes, only if the lines are from edge to edge of the canvas. The same thing happens when I set the line drawn layer as a reference layer and try and fill the open areas on a separate layer. I've re installed the program with no luck. Another issue is that I exported a timelapse to attach and help explain the problem but the line crossing paint bucket fills don't show up in the video, they stay blank.
