Pencil 2 not working with Fresco on iPad Air 4th generation

Question

When I pair Pencil 2 with my iPad Air 4, and install Fresco, and try to draw with the pencil, it doesnt work. Specifically, I get one stamp of the brush, and the rest of the stroke is ignored.

Suspecting the pencil, I tried the same pencil with Fresco on my iPad Pro 4, and it works perfectly.

Susepecting the iPad Air 4, I tried the same pencil with a number of other drawing apps, and it works perfectly.

I have done all the obivious shot gun solutions: restarted the iPad, unpaired and repaired the pencil, removed and reinstalled Fresco. No dice.

To be clearer, the pencil 2 and iPad Air 4 work perfectly with all Apple software that uses pencil, and are not working with 3rd party apps like Fresco and Procreate.
