Reference Layer

Reference Layer feature was apparently added to the latest iOS app update. However, there is no mention of how to use reference layers in any of the guides or tutorials. Nor is there an obvious icon designating a layer as a reference letter. How to use the new reference layer future?

In What's New the first thing which shows up is a short description of the reference layer.

You set a layer as the reference layer through the three dots.

Then create a new layer and you can fill within the referenced areas on that new layer.
