Reference layer unavailable, running current version

Hi, can someone please tell me why I don't have reference layers available? I'm running the latest update, have tried deleting and reinstalling the app and it's still unavailable.

We understand that encountering technical issues can be frustrating. Would you mind checking if you have the background layer selected?

If yes, kindly convert it to a pixel layer first and then check if you are able to set it as the reference layer. If not, kindly share a screen recording of your entire workflow, so we can better assist you.
