Yes, you can remove a layer from a layer group in Fresco.

Double tap the layer group to expand the view.
Tap and hold the layer icon you want to move.
Move it upward to the left-facing arrow ("<") icon, and pause there until the layer group closes and you can see the parent layer stack.
Move the layer anywhere in the stack and drop to complete the move.
