It is very dissapointing and strange to not have proper transform tools in Fresco. It feels like Fresco is missing some of the most basic and necessary features from the more complete apps which make it harder to complete projects.
Fresco has changed a lot from it's original intention, as a painting app it didn't need all the features already available in other apps because it offered something different to everything else. Since everyone is either jumping into Fresco or being directed to it from other apps it is morphing into some sort of app which contains a little bit of everything. As different features get requested and added new requests come on top of those. The current transform tool is really only missing distort type abilities and I believe they have already been requested and are on the upcoming features list.
