Unable to import or add brushes to adobe fresco

So I have been battling to add new brush packs to adobe fresco for days now - I tried adding them directly from the "add brushes" button as well as downloading the available brush packs on adobe's site and importing them but nothing gives.

I'm convinced this is to do with the issue with the creative cloud library since it always shows that pop up message that says "Something went wrong initializing creative cloud libraries" and even following the steps to fix that like uninstalling and reinstalling CC and fresco, downloading a library cleaner and resetting the cache of creative cloud didn't help.
Now 3 days later I am still unable to add new brushes on my Windows PC. PLEASE SOMEONE HELP ME
