3d Table of Contents

I would like to create an interactive 3d table of contents. Maybe a wireframe with points on it that represents a main section of a document.  When the user clicks a point, more information is shown.

What's the best software to use to create this?

You need software to create the graphic, which can be Illustrator and then another software to create the content (the TOC maybe needs to be generated from other content) and then you need to create the interactivity. That can be a website or other media. SO which media will it be?

The TOC is generated using MadCap Flare, so it's in XML format. I'd prefer an automated process to include the TOC and to generate the 3D image. I've seen this on the web somewhere but I cannot find the reference now.

So in Illustrator you can create the graphic and the assets, but not the interaction. How exactly do you want this to look like?
