A numerical value transform each, Illustrator

I am looking for something like (Transform each) but with a numerical value to scale not a percentage scale.

I have the same frame repeated, and I want to reduce the frame size to a specific value not in percentage %.

Depending on which version of Illustrator, there may be other ways.

What do you mean by "frame"? Do you mean Area Type objects? Or rectangles? Or something else?
