Illustrator doesn't contain all the swatches in the current Pantone books.

Pantone offers them as additional libraries.

Most of the time it doesn't matter. You set up a spot color swatch, name it as the color you want to use and then apply it. Before sending to print, check the separations preview and that's it. And of course when sending it to the printer, discuss the matter with them, make sure that they fully understand which color you want printed.

The Pantone libraries do matter when you use Pantone colors in more complex workflows and larger collaborations where communication about colors matters and conversions between spot and process have to be made and maybe the colors have to be used in separations of photos.

If you want to print spot colors, you need the Coated/Uncoated Spot color guides (I think they only sell them as a pair).

You need them only when it's your job to also select those Pantone colors.

In case your client or someone else provides those spot color definitions, you might not even need the color guides (depends on how you will work with these colors).
