About 1 month ago, the resizing point was missing. How to slove it?

The story is:

Whan I create a shape or any other thing in AI. It used to have little white dots which can resize the shape but now its only have this solid square dots.

When I drag this dots, the only thing happened is the shape is moved, but cant be resized.

Yes, Im using this selection tool, not the one next to it.

But on my PS , when I make a rectangle or insert a picture there's still have little white square dots which can resize the shape or pictures. Can anyone help me solve this strange problem?
