I have a vector object contains width 27mm & height 42mm I want a rectangle 20mm more in width and height of the selected object like path or vector or text object using actions

    you could set up an appearance with and extra stroke that uses the Convert to Shape > Rectangle effect, with a relative size of +20mm in each dimension:

    you could then apply this to other shapes via an action if you want. or just save it as a graphic style and click on it.

    if you want it to be a real shape as opposed to an appearance, include object > expand appearance in the action.
