Action Recording Won't Apply Path Effect

I need to draw about 500 concentric circles with a 5 px gap between them.

I recorded an action that went like this:

Copy Selected Item

Paste In Place

Efffects>Path>Offset:5px

Object>Expand Appearance

 

This should work, but Illustrator doesn't record the Effects action (italics).

Why is this?

Sure, I've come up with another solution, but the question remains,  Why isn't this a recordable action? Is this true for all effects or just the path effects?

It can't record the info used by the dialogs unfortunately. But luckily they give us the workable alternative which is to first create a graphic style that has your offset path. Once this style is inside the document (you can auto-open a document and paste a style-applied shape from it into your work document), you can record an action that instead of activating a dialog would actually apply your named graphic style. Expand the style just like normal and your circle will shrink. Then, repeat (via the action or script)!

Did you use Insert Menu Item during the recording of the action?
