adding a new stroke value in adobe illustrator

is there any way to add a special value for a stroke value like 0.01 pt in adobe illustrator so that you can use that new value as default without writing it every time.

Yes, you can create a new default style.

Open a new document with your preferred document profile (Print/Web etc.). Create an object with the settings you want to become default (i.e. 0.01 pt stroke, no fill). Open the Graphic Styles panel and alt-drag the object over [Default]

Save your file to:

\Users\Username\AppData\Roaming\Adobe\Adobe Illustrator XX [version] Settings\[language folder]\x64\New Document Profiles

When creating a new file, look under the appropriate tab (Print/Web etc.) for your document profile.
