This is fixed in the current public beta version 27.10.215, so we should hopefully see it fixed in the next general release too.

I'd imagine it's an intentional change -- since 'Apply to All' cannot be used in conjunction with Replace.

 

edit: Nevermind the above, I see the issue now. I'm attempting to follow this up and will post more info as I have it.
