You needs a graphics tablet, like a Wacom.

downloading the drivers alone will wake up the settings but you'll need the tablet to use them

If you don't have a graphics tablet, then no, I don't think you can enable it. But what brush setting are you trying to use pressure to affect? If you don't have a tablet, there are other options. And if those options don't work there might be another way to accomplish what you want, but we'd need to know what you're hoping to make to make any suggestions.
