Adobe PDF Issues with Illustrator

When trying to open any Adobe PDF file in Illustrator I get the following prompt (The file requested failed because the storage policy blocks that type of file). Is this an app error or a computer storage error? Any help would be appreciated.

Is it an error from the system or from Illustrator?

Where is the file stored?
