AI 29.4 exports files at incorrect pixel size

I'm working in Illustrator 29.4. I have multiple artboards at different sizes. I have selected "snap to pixel" and align artwork to pixel, but when I export, it adds a pixel to one of the dimensions, and the publication I'm submitting them to is rejecting them. Why have these options if they are then ignored at export? I have to open them in Photoshop and adjust size there. PLEASE HELP!

Can you check if your Artboard rulers are Global Rulers? Is the upper X/Y coordinate a whole number. Do you measure from the upper left corner? Do the Artboard dimensions contain fractional pixels?
