Ai Transform tool - always defaults to "transform both"

I seem to have an issue with the transform tool constantly. Under options, I usually want it set to "transform object only." (As opposed to "transform pattern only" or "transform both") It seems to default back to "transform both" within moments, this is without even closing the file. I have a PC with windows 10 and CC 18.

I can't seem to find anything about this in the preferences, shouldn't it just stay on whatever I checked last until I change it?

Hi,

exactly which transform tool do you mean? The free transform tool? Did you select that option from Transform Panel?

Yes, this is exactly what I am referring to, I check "transform object only" but it keeps switching back to "transform both".
