"An unknown imaging construct was encountered"

I have exported a vector PDF from OpenStreetMap. If I open the PDF in Reader everything looks good. When I import into Illustrator, I get the following error: “An unknown imaging construct was encountered.” I click “Ok” and I can see that the water and coastline is missing. Is there a way to prevent this? Thanks.
