Anchor point tool not cooperating

I am not sure if this is a known bug or glitch, but just recently I was trying to edit a shape going left and right, it only seems to be going up or down whenever I drag it. I don't know how to fix or recreate this glitch. Any suggestions?

There is a preference "Constrain path dragging …" in Selection and Anchor display. Maybe it's turned on.

 

If it isn't, I would try and reboot the computer. If that doesn't work, reset the preferences.
