Any way to hide the "?" bar at the bottom of the screen?

Maybe I'm wrong, but I don't remember this ever appearing before. I disabled "tool tips" and "rich tool tips" with no success. Not sure if it's relevant, but clicking the question-mark icon opens the "Discover" panel.
