Artboard 4.25in, artwork 4.375in, same size in illustrator why?

Can't find anything on this bug, but I have a solid rectangle 4.375in in width. I go to extend the artboard to that width and it reads 4.25in. Why?

In the Align panel menu, is Use Preview Bounds checked?

Yes this was it. I never noticed this bug before and that thing must have been checked forever ago. Just 1 of 1000 bugs everyday

It's not a bug (at least not in Illustrator).

It's just a setting that needs to be understood.
