Artboard moving on its own

Why is my artboard moving on its own? I can do anything becuase it's constantly moving. The same thing happens when I hover over any of the side windows! This is frustrating! It's doing it in Illustrator adn in Photshop and InDesign! Why? I've removed the GPU function. I've made sure to remove the animated scroll. Someone help!

same thing is happening to me.... I'm sure it's happening to a bunch of other too then. It's really annoying when I'm trying to work

We understand that encountering technical issues can be frustrating. Would you mind trying to run Illustrator under Safe Mode (Windows / macOS) and checking if it helps? Also, try running Illustrator under a different administrator account (Windows / macOS) and share your observations.
