Artboard snapping - fixed or not?

As has been documented in the past, if the location of an artboard has a pixel fraction in the X or Y coordinates an extra pixel will be added on export (i.e. if a 512 x 512 artboard is in location X -4305.93677 and Y -2127.7089 it will export as 513 x 513; whereas if the location is X -4305 and Y -2127 it will export as expected 512 x 512). Therefore it is useful to be able to snap artboards to pixels when creating and moving them.

Yet there seems to be a discussion on this thread that suggests the issue remains, and I cannot seem to find any combination of snapping settings (e.g. the options in the view menu of snap to point, snap to pixel, snap to grid etc.) that means that resizing and moving an artboard always results in a whole number for the X and Y location.
My questions therefore are:
1/ If this issue has been resolved, what are the settings that mean that resizing and moving an artboard always results in a whole number for the X and Y location; or
2/ If this is still not possible how can a bug report be re-opened?
