Artboards and Layers

I'm new to Illustrator and am stumped.

I just created a 2nd artboard within a file and continued working, only to realize that the layers that I was creating for the new artboard are still in one big, long layers menu. Is there a way to assign a new set of layers to a new artboard?

I did figure out that I can group layers together, so that makes it a little easier to manage.

Grouping is one option. Another organizational tip would be to use the Create New Layer button at the bottom of the Layers panel to create a layer for each artboard. Then navigate to the first artboard and Select > All on Active Artboard and drag the selection dot on the far right of Layer 1 to the new layer. This will move the selected objects to that layer. Repeat for each artboard. As you move forward, you might want to keep the layers panel open so that you can target the correct layer as you continue to add new artwork.

Layers are for the entire document and not limited to an artboard (unfortunately).

Well, boo.
