Adding some numbers from the GS1 spec, since this comes up often with packaging:

For retail (POS) EAN-13 the size is set by magnification, 80 % to 200 % of nominal (X-dimension 0.264–0.660 mm). Height is tied to the magnification you use: at 80 % the bars must still be at least about 18.3 mm tall, at 100 % about 22.9 mm. Cutting the height below that ("truncation") is what GS1 asks you to avoid. It often still scans on a phone, but it can fail a verifier grade or a retailer's barcode check. GS1 UK puts it this way: don't reduce height unless absolutely necessary.

So if you need a smaller code, scale the whole symbol down (not below 80 %) instead of squashing it vertically. Also keep the quiet zones (11 modules left, 7 right).
