Bleed amount doubling

I have created an artboard that is 10.875" x 7.375" with .25" bleed. 

The resulting box should be 11.125" x 7.625"

As you can see, the bleed measures .25" but the resulting box is 11.375" x 7.875" meaning .5" has been added
