Bleed loads incorrectly in new Illustrator documents (Ai 28.6,m Mac Ventura 13.6.7)

Hi community, I was wondering if anyone knew why sudfdenly every new docuemnt I create in Illustrator loads with 3 mm bleed on the top edge only, when I specifically set no bleed be applied when creating the document?

Even when I set 3 mm bleed on all 4 sides I still get 3 mm bleed on the top edge only. 

Do I need to nuke my default document or my settings somewhere?
