Blurry text when exporting

I have searched the Adobe Community, and people seem to have similar issues with fonts exporting blurry. 

I need to create a Google Ads display ad that is 250px by 250px image. Everything looks great on the screen when adding text, but when exporting, there seems to be a blur around the font. 

• PSI 300
• Alias to Sharp
• Optimize for Type
• Color mode RGB
• Save for Web PNG.
