Bounding box not aligned to object stroke

Hi,

I'm unable to resize an obeject to a correct size since bounding box is not alined to object outline.

Like example: If I want an object of a pirticular size sy 200x400mm  then I get a bounding box with ethe given size but object size is smaller.
