Broken links after save - linked image info and path disappears

We have a team of 5 users, all are up to date on the latest CC Illustrator and Indesign. If one user creates a file with linked images and saves the file they can intern re-open successfully, if another user opens the same file the links are broken and to make it worse the link information is blank, does not tell you where the link resided. The team works on a network and are all Windows 10 Pro machines. I checked to make sure they do not have the "include linked images" checked since that actually embeds. I have checked all shares on the network, file permissions are all accessable for all users. This has turned into a huge time consuming task especially for catalogs we print that contain hundreds of linked images. We do have the same issue with 2019 and 2020.
