Can I mask an effect (either with bitmap or vector) when applying an effect to placed bitmap graphic in AI?

Using the Gaussian blur effect on a placed image (JPEG or suchlike), can I chose just part of the image for the effect to apply to, the way we'd use a mask in PS or AE?

I guess the best way in this instance (for my circumstance) is to link to a PS file where I do the masking, I can see issues arising with feathered edges and having cropping on the top image with effect applied in AI.

The long answer is no.

You can of course stack two artworks, one with the effect and a clipping or opacity mask applied and the other one unfiltered.
