Can't change from Align to Artboard to Align to Selection

won't change aligning parameter from "Align to Artboard" to "Align to Selection"

What you need to do: select all the objects you want to align (more than one).

Without pressing any keys on the keyboard click on the object you want to use as key object.

Press the alignment button in the Align panel.
