Can't change object size?

I'm sure there is an easy fix to this that I'm just not seeing. I've been working in illustrator all day and I must have hit something or changed a setting by mistake becuase now I am not able to change the size of any of my symbols or obejcts other than the use the "scale" tool.

for example I am highlighting areas on a map right now and some of the block faces I just placed a transparent square. Normally I can rotate and stretch a object like that when I click on it. But now when I click on it I'm alowed to move it but not rotate it or stretch it. I feel like I've tried everything and it must be something so simple.

I tired shutting down Illustrator and reopening and opening different files the same problem remains.

Any help?
