Can't change the middle colour in a stroke

I am trying to change the colours of the paths in a simple outline drawing from black to blue, but it just continues as black. If you really zoom in you can see the edges of each path are blue but the black middle is thicker so at normal size it just looks black. How can I change the colour of the middle of the path/stroke? Thank you
