can't connect a layer anchor with another layer anchor

Hello there,

I'm trying to connect these layer, not merge, just connect in the same corner

the first img is the problem and the second img if i try to slowly move the anchor, it goes upper

If you have Snap to Grid or Snap to Pixel active (bottom of the View menu), that could cause this behavior. Try turning them off.
