Can't Even Paste In Place Anymore

If you're still facing trouble with Paste in Place, could you describe a bit more about what exactly happens? A short screen recording or some screenshots would be really helpful. Also, please let us know which version of Illustrator you're using and details of your operating system, so we can try to reproduce it more accurately on our end and assist you better.

Can't reproduce your task. I am able to Paste in Place without toggling artboard and also on canvas.  (outside of artboard)

When you cut and object, the Paste in Place will put it on the same artboard. If you want it on a different artboard, you need to select it first. Otherwise, how would the software know what artboard you want it on? Did you want to go strictly by what artboard you are viewing?

Can you amplify your problem?
