Can't open AI, already tried CloudCleanerTool and re-install AdobeCreative Cloud but still nothing

The Adobe cleaner is the best thing you can do. If that did not help we need to look at your Hardware and OS.

Make sure your OS & Illustrator & hardware are meeting the system requirements

Are other Adobe apps and the cloud app running fine?
